BACKGROUND
As complexity of a construction project increases nowadays, attentions to how a project manager manages the resources of a construction project increases as well. Moreover,
since the construction industry is categorized as one of the easiest-entry-barrier
industry, the competition between construction companies is considered high. In Indonesia, this condition is worsened due to unprepared contractors to more competitive atmosphere since the Indonesian government declared the liberalization of construction services. Those challenges are for the Indonesian contractors to answer with their abilities to perform the construction more efficient and effective.
There have been a number of studies performed to assess the Indonesian contractors conditions in order to identify problems faced by the Indonesian contractors. One of which revealed that contractors weak areas in managing projects are due to lack of skillful human resources and the availability of effective tools to ease the management of construction projects.
One of the important human resource skills that a contractor should have is contract management, especially in the context of international projects. Nowadays, for contractors, the ability to manage contracts and to deal with legal aspects of construction contracts is a necessity. This is true since there have been a lot of construction projects funded by international financial institutions, such as World Bank, JBIC, and Asian Development Bank, and foreign contractors operating in Indonesia.
Moreover, infrastructure development in Indonesia is requiring more effective type of project delivery systems where private sector participation is encouraged and should be accommodated in a proper partnership contract. Those situations increase the needs of good understanding of proper and international standard of contracts, such as FIDIC standard of contract. By providing good human resources in this contract and legal aspect areas, the Indonesian contractors would be more competitive in national market, and could also be utilized to further expand their operations to foreign markets.
On the other hand, other important thing that a contractor should put attention is the use of effective tools for managing projects, such as the use of information technology.
Two of which is the use of e-procurement systems and web-based project management systems that are believed could boost the project management performance. In Indonesia, the internet-based applications, especially e-Procurement, has been introduced and endorsed by government, i.e, Dep. PU and Bappenas, in construction industry. Eventually, many contactor firms have implemented those internet-based applications for selecting suppliers and contractors as well as managing the projects.
The implementation of those emerging technologies has invited pros and cons since a lot of tangible and intangible benefits as well as limitations and constraints surrounding it. The effective implementation is always a wise and strategic way to get the real
OBJECTIVES
This one-day course is aimed to give the participants an exposure to understand the international contract form (FIDIC) and its related issues on international projects. In the meantime, the participants are also expected to have an exposure to the state-of-theart of the internet-based applications for construction, such as e-procurement and webbasedproject management.
THEME AND TOPICS
This one-day course will convey the following theme:
International Contract and Internet-based Applications for Construction
The following topics related to the theme will be presented and divided into two sessions:
1. Session 1: International Contracts. Participants will be acquainted with new
tendency of contract worldwide, especially new developments of FIDIC’s
standard of contract. An example of international project will be discussed. This session will cover the following topics:
- FIDIC- Conditions of Contract and its new developments. FIDIC-conditions of contract will be discussed including their characteristics andnew developments. Participants will be have an understanding tocharacteristics of the FIDI- conditions of contract and could implementthem to a particular project scheme.
- Application to Public-Private Partnership Systems. FIDIC- conditions ofcontract could be implement to various type project delivery systemincluding public-private partnership systems, such as Design-Build,Turnkey, and BOT. Participants will have a good understanding to howimplement the FIDIC- conditions of contracts to various type of projectdelivery system, especially a public-private partnership system.
2. Session 2: Internet-based Applications for Construction. Participants will be
acquainted with two emerging Internet-based applications that are believed
could improve the performance of managing construction projects. This session will cover the following topics:
- e-Procurement. It is an internet-based application that could be used toselect the best contractors, suppliers and sub-contractors. This topic wildiscuss the principles of e-procurement, e-procurement systems, benefits,and problems of implementation. Participants will have a goodbenefits of such internet-based technologies for Indonesian construction industry.understanding of e-Procurement implementation and could be motivatedto implement e-Procurement system in their organizations. The use of e-Procurement system in an organization will enhance the accuracy, improve the transparency, reduce time and cost, and improveaccountability of procurement processes.
- Web-based Project Management. This internet-based application hasbeen used widely and popular in early year of 2000. The implementationof such systems has given good practices of managing construction projects effectively. This topic will discuss the principles of web-based project management, various web-based project management systems, criteria to select a web-based project management system, and problems of implementation. Participants will have a good understanding of various web-based project management systems available in the market and could choose the best and suitable web-based project management system for their organizations. The use of a web-based project management system in a construction project will enhance the process of managing a project with its transparency, accuracy, accessibility, and real-timeliness.
ABOUT THE SPEAKER
Dr. Mirosław J. Skibniewski is the A. James Clark Endowed Chair Professor of
Construction Engineering and Project Management in the Department of Civil and
Environmental Engineering at the University of Maryland in College Park. More on his
brief biography can be found at the end of this proposal.
TIME AND VENUE
This one-day course will be held one-full day on January 22, 2008. The venue of the oneday course will be at Campus Center Gallery, ITB, Jln. Ganesha No. 10, Bandung.
EXPECTED PARTICIPANTS
Participants for this event are expected to be construction practitioners (contractors and
engineers) as well as academia and students. In order to have a small but effective class
room for this one-day course, maximum number of participants is expected to be 75. It
is proposed that the composition of participants would be:

BRIEF BIOGRAPHY
Dr. Mirosław J. Skibniewski is the A. James Clark Endowed Chair
Professor of Construction Engineering and Project Management in
the Department of Civil and Environmental Engineering at the
University of Maryland in College Park. Prior to his current
appointment he served for 20 years as a faculty member at
Purdue University in West Lafayette, Indiana, where he held a
position of Professor of Civil Engineering, Construction
Engineering and Management. He received his M.Eng. degree
from Warsaw University of Technology, and M.S. and Ph.D.
degrees from Carnegie-Mellon University. Prof. Skibniewski is also
a graduate of the Harvard University Graduate School of
Education Management Development Program. Prior to his academic career, he worked
in the industry as an engineer with the Pittsburgh Testing Laboratory, a nationwide
construction engineering consulting firm in Pennsylvania subsequently renamed to Professional Service Industries, Inc. – where he was in engaged in design quality reviews,
construction related claims, value engineering, forensic engineering and industrial
safety investigations.
As a researcher and educator, Professor Skibniewski currently specializes in e-commerce
technology applications to engineering project management for construction and in
construction automation. He developed one of the first construction automation
programs in the United States and collaborated with major industrial and government
organizations both in the United States and overseas. Dr. Skibniewski served as a
Visiting Senior Research Scientist with the Commonwealth Scientific and Industrial
Research Organization (CSIRO) in Melbourne, Australia, as Visiting Research Professor
with the Institute for Mechanized Construction and Rock Mining in Warsaw, Poland, as
Visiting Professor at the University of Hong Kong, Hong Kong Polytechnic University,
and Honorary Visiting Professor at Loughborough University in England. He served as
Alexander von Humboldt Foundation grantee at the Technical University of Munich,
Germany, as Taiwan Science & Engineering Foundation Visiting Professor at Chung-Hua
University and at National Taiwan University, and as Fulbright Senior Specialist at the
Instituto de Altos Estudios Empresariales in Buenos Aires, Argentina.
Dr. Skibniewski served on the National Academy of Engineering USA-Germany and USAJapan
Frontiers in Engineering committees, American Society of Civil Engineers’ Robotics
and Field Sensing Committee, Information Technology Committee, and Intelligent
Computing Committee, various technical committees of the Construction Industry
Institute based at the University of Texas at Austin, and on the National Academy of
Sciences Assessment Panel for construction automation and computer integrated
construction programs at the National Institute of Standards and Technology. He was a
founding member of the Board of Directors and is Past President of the International
Association for Automation and Robotics in Construction currently based in Munich,
Germany. Dr. Skibniewski is also Editor-in-Chief (Construction Technologies &
Engineering) of Automation in Construction, an ISI-indexed international research
journal published by Elsevier, as well as a member of editorial boards of ten other
scientific journals.
Among Prof. Skibniewski’s past honors are the National Science Foundation Presidential
Young Investigator Award from President Ronald Reagan (1986), American Society for
Engineering Education Best Paper Award (1991), American Society of Civil Engineers’
Walter L. Huber Research Prize (1998), Civil Engineering Faculty Medal from the Slovak
University of Technology (2004), Honorary Professorship from Warsaw University of
Technology (2005) and Moscow State Industrial University (2006), and many grants and
awards from government and industry for support of his research. In 2006 Dr.
Skibniewski was elected as a Foreign Member of the Russian Academy of Engineering.
He is listed in Who’s Who in Science and Engineering, Who’s Who: American Men and
Women in Science, Who’s Who in Engineering, Who’s Who Online, and in other national
and international biographical references. Prof. Skibniewski is an author or co-author of
over 150 technical publications and of more than 100 invited research presentations
worldwide.As Assistant Executive Vice President for Academic Affairs and Associate Provost of
Purdue University between 1997 and 2004, Dr. Skibniewski served as a member of the
group of the University’s chief academic officers. His work in this capacity included
chairing and coordination of the University’s Academic Reinvestment Program and the
Faculty Program of Study in a Second Discipline. As Interim Dean of International
Programs and Director of International Research between 2002 and 2004, he served as
Purdue University’s chief international officer responsible for foreign relations, global
cooperation in research and external engagement, study abroad programs, and
international students and scholars. In this capacity he represented the University on
the Board of Directors of the Midwest Universities Consortium for International
Activities (MUCIA) and served as the institutional representative to the association of
senior international officers of the Committee for Institutional Cooperation (CIC) – an
administrative and academic organization of the senior officers of the ‘Big Ten’
universities.
